Relevance of the study: Creation of effective human resource management.
Management remains the main goal of any company. Achieving this goal is possible with the full and
efficient use of resources by the company, especially human resources.
Aims and objectives of the study: The main purpose of the study is to analyze the current
situation in our country on the basis of real indicators and applied rates. The tasks aimed at achieving
the goal are:
Disclosure of the importance of the transition to strategic management, the final stage
human resource management;
Studying the experience of some countries;
Analyze the results of activities, which is one of the most important
management functions in Azerbaijani companies, especially in the State Oil Company
(SOCAR);
Research methods used: The study uses several methods, such as analysis, synthesis,
comparisons, questionnaire methods were used.
Research database: The database consists of works by local and foreign authors, documents on
the system of legislation, development strategies, reports of international organizations, annual reports
on SOCAR activities and Internet resources.
Study Limitations: During the survey, several organizations declined to answer some of the
most important questions, and they did not comment because those questions were internal issues.
Results of the study: As a result of the study, it was found that human resource management in
Azerbaijani enterprises is not enough and needs to be developed.
Scientific and practical significance of the results: The results of the study can play an
important role in identifying weaknesses in human resource management in an Azerbaijan company
