Strengths and weaknesses of higher education institutions regarding strategic management and quality assurance

Abstract

The competent institution for external quality assurance and the assessment of all educational institutions in the Republic of Azerbaijan, regardless of their ownership, subordination, 
or organizational legal form, is Education Quality Assurance Agency, which operates under the Ministry of Science and Education in Azerbaijan. The relevant institution organizes the evaluation of higher education institutions with evaluation criteria and indicators determined in 7 directions. The strengths and weaknesses identified by the Accreditation Commissions in higher education institutions for strategic development and quality assurance from the relevant assessment directions were analyzed in a mutual comparison. As a result of the analysis, it was determined that even though the availability of relevant documents in the directions of strategic development and quality assurance is satisfactory, the implementation and accountability in the relevant directions were 
identified as a weakness by the Accreditation Commissions.
